Bug Description

Cloud UI global agent query is not permission-gated appropriately.

Steps To Reproduce

Create a custom role without read:agent permissions
Assign that role to yourself
Navigate to the Cloud UI
Note that the agents global query is being executed despite the user lacking permissions, resulting in Unauthorized responses
