Improvement: be able to display a message at the top of the board #7

It would be nice to be able to display one or multiple messages at the top of the board.
It would allow us to communicate about:

temporary nightly failures (in order for people not to panic)
specific lifecycle periods (like a beta or a RC, to motivate people to download)
any other PS related information message
