I know from experience that this can happen in vanilla with resource packs but I don't remember why sadly

Can confirm on Prideful and Pridepack with vanilla 1.20.1 via Prism.

It should not matter which launcher, ideally.

Given that on both packs, it claims that it's made for an older version, I'm suspecting the metadata isn't set up correctly.

Ooh you're talking about the launcher, I apologize Ihave a mod called Prism I thought you were talking about heh

Try this version, although from my testing, you will need to unzip it in your resource pack folder instead of just putting it in your resource pack folder
pridepack7.0.zip

Upon further research, it appears it's due in large part to 1.20.1 predating format 16's ability to specify overlays. I don't think this can really be resolved without dropping format 13- or making a pack for format 15.
