BUG:Toggle Theme is not functional .

Is there an existing issue for this?

What happened?

On clicking the toggle theme button the layout of the page is still the same .
I want to resolve this error and will make it working with minimal changes in the ui so that the whole feel of the website remains the same .
Please assign this issue to me under GSSOC-extd 24
