DOC: Improve the Hover Effect on Testimonial cards

What's wrong with the existing documentation

At Testimonial card there is no hover effect or any kind of animation . I like to fixed this issue and add some hover effect under Gssoc'24 ad Hacktofest'24 . please assign me to fix this issue.
