When tourists first enter the city the game still decides where to make them go. This usually leads to them deciding a car park is a lovely visiting place.

After update 21/7/18:
They continue stopping in car parkings.

Edit.- Also in park car of entries to parks (PARKLIFE) and for example in new unique building "city arch", haha
