In the Add new screen.

Asking the user if they want to begin with a template or start blank. (NB we can rename template to pattern...:)
Here is a suggestion.

That will be fun to figure out!

Look at the Amp Web Stories plugin we built at XWP. This is a huge customisation of Guttenberg.
We won't go to this level, but can give some good ideas. https://wordpress.org/plugins/web-stories/
