Create a command to open the php.ini file of the currently enabled php version with $EDITOR.

It needs to be taken into account, that there are possibly multiple incarnations of the current version active. Maybe a simple menu to choose between the incarnations can be displayed. Otherwise the selection using the commandline schould be possible as well.
