Rain particles render behind distant clouds, the issue doesn't occur with clouds that are closer

I am using a subtle shader: Tea Shaders

I can confirm the issue, but it seems to lie with the shaderpack.

In this screenshot you can see that weather effects (the snow) appears behind distant clouds, even when better clouds is not enabled. I have found a workaround that improves the appearance, but I'm hesitant to implement it as it might cause other issues.
