Cleanup needed in the Options table

• Why does layer_noise_learning link to LayerNoiseLearningOptions when the other like zne_mitigation doesn't link to zne options?
• Are the options supposed to be in alphabetical order? Some options seem to be but not sub[sub] options.

We should add the missing options, check the API linking through the whole page for consistency, and decide the order options should appear in (alphabetical? reflect the API docs?) then update the page accordingly.
