Add function to get the Opensmile config file

The plugin should be able to provide the OpenSmile config file used to record the audio. Either as a whole file/path to the file or the config files should be versioned in the repo and this version should be exposed in the plugin. CC @betty5257, @afolarin, @nickcummins41

I just had a quick look at the repository then and I believe the relevant opensmile .conf file is RADAR-Cordova-OpenSmile-Plugin/src/android/assets/raw_audio_bin.conf.

Is this file going to be static for the duration of the project?

Provided we are collecting raw speech (not doing on phone processing), yes
