Make UI less dependent on fetching questionnaire files

When the app starts, it waits until all the protocols and questionnaires are fetched, then shows the current task or calendar after scheduling. For better UX, it would be good that the app shows the home page and makes the UI ready for users after fetching protocols and scheduling the tasks.
