Include an option in NWM grid fetching methods (operational and retrospective) to first calculate pixel weights based on the grid and polygons of interest, if it doesn't already exist.

This would allow users to calculate and cache the weights file and fetch gridded data from one method rather than two separate tools as is the case now.

Question: Should the weights file be in the Evaluation? Could have another field (weight) in the location table?
