Bot owner/admin dashboard

I think it will be nice to have a dashboard for the bot owner and admins

1. This is where we can see in how many servers the bot is
2. all the premium members/guilds (this should be in 5.2.3)
3. we can create here a premium key
4. and remove unused premium keys
5. Create announcements
6. see the bot status command info

@13LuckyBack Dashboard is a hard thing when I have to design the UI or choose a css framework. So dashboard cannot be in 5.2.3, it will be planed later. 5.2.3 finished and have to wait for korea translation

This was more about that the guild premium is planned for 5.2.3 not the dashboard :)
