hello,
when you drag an element with a scroll on a parent container with elements, scrolling effects only on down side, but when you drag on top,it doesn't makes an effect.
that is.

I cannot reproduce, can you provide example on jsfiddle.com?
I tested here: https://jsfiddle.net/60uavx5b/4/
