[Task] Improve Mobile Responsiveness for Plugin Section on User Profile Page

Task Description:
In the user profile page (available when logged in), there is a plugin section containing user favorited/owned plugins. This section is not mobile optimized (on mobile devices, plugin descriptions can overflow the card etc). This requires fixing.

Deliverable(s):
A mobile optimized view for the plugin section on the user profile page.
