Useful to localize the current position on QGIS and iTowns maps/3d view

Add a (circle) icon on QGIS Map to localize the position in 3D View iTowns (useful too to localize the center of the current map view in QGIS).

 TODO: Add orientation informations (a cone i.e. 2d frustum view)

Optimize and debug the communications between iTowns 3D WebView and QGIS (with our plugin).
Increased encapsulation of iTowns features in our script -> 99% of the work is done/write in itp_webview_itown.py)
