redo PR to move to sphinx / book theme / readthedocs #74
Description
- move .md files instead of copying so that we preserve git history
- add other files needed for sphinx / python in granular commits in case we need to change later
- remove GitHub Actions, no longer needed
- revise README to explain build etc.
- do we want to change site url? (could be a separate issue)
