There isn't much consistency whether these should only be triggered via keyboard events, and then mouse actions remove them.

Youtube removes the focus ring on click, while Github keeps it.

Currently, we use the simplest thing, which is that any focus shows the ring, blurring removes it. This will require some more investigation.
