Occasionally encountering abnormal message cycles and not real-time issues when receiving subscribed topic using rosbridge_tcp

TCP client on Windows system;
TCP server on Ubuntu system;
The data sent for subscribing to the topic is as follows:

I subscribed to a topic called 'agvmode' with a cycle of 100ms, but I received the topic with a cycle of 10s, and from the timestamp, it shows data from a few minutes ago.
This problem occurs occasionally, sometimes it can be restored to normal on its own, and sometimes it requires a restart to recover.
I don't know what triggered this problem or how to solve it. I hope someone can provide help. Thank you very much.
