Comments and nodes sometimes block navigation inside the node graph when the mouse is over them

Issue description:
Navigating the node graph sometimes does not work when hovering comment frames, or other nodes, at least with nodes it always happens if the mouse is hovering an input field, while I try to navigate by clicking the middle mouse button

For frames it seems to happen often if the mouse is in a certain region close to the upper border. This is just very annoying when navigating around

Steps to reproduce:
Navigate around in a node graph containing comments and a certain amount of nodes, the more nodes and comments you have, the more likely you hover over an input field of a node or the area of a frame that blocks navigation
