@jbampton you could test without the Wrangler GitHub Action which seems KO for python :

name: Deploy

on:
  push:
    branches:
      - main

jobs:
  deploy:
    runs-on: ubuntu-latest
    name: Deploy
    steps:
      - uses: actions/checkout@v2
      - uses: actions/setup-node@v2
        with:
          node-version: '12'
      - run: npm i @cloudflare/wrangler -g
      - name: Set up Python 3.7
        uses: actions/setup-python@v1
        with:
          python-version: 3.7
      - name: Install dependencies
        shell: bash
        run: |
          python -m pip install transcrypt
      - name: Wrangler publish
        shell: bash
        env:
          CF_ACCOUNT_ID: YOUR_CF_ACCOUNT_ID
          CF_API_KEY: ${{ secrets.CF_API_TOKEN }}
        run: wrangler publish
