Cross-check online whether OCN product exists

Currently the processor raises an error if no OCN product can be found for a given GRD/SLC scene. However, this product might not exist. It would be better if the processor would cross-check online whether it can be found and if not just continue processing without it. One case where this might occur are coastal areas with the scene covering mostly land.
