General comments regarding relation to formal metadata standards #390

When reading the document there are many references to ISO 19115:2003 as well as the related ISO 19139. These standards have been replaced by newer versions. ISO 19115:2003 have been replaced by ISO 19115-1:2014 plus ammendment from 2020 and ISO 19139 have been replaced by 19115-3:2023. As ISO 19115-1 and ISO 19115-3 also have been CEN documents we recommend to take these into considereation.
