Migrate and refine Docker file for running proposed UI

During previous discussions there was some energy around the idea of create a docker file to help easily build and setup early versions of the interface. A tiny amount of progress has been made on this idea. The good parts of that project should be integrated here, and then improved upon until it's really working and useful.
