If an article referencing an image has been published, and in a subsequent publish the image changes but not the article, then that article will not appear in the bundle review page. This means that the user is unable to preview the changed image in the context of the referencing article. The changed image will still show up in the "Changed images" section of the bundle review page, so the changed image can be seen by itself that way. Also, the user may preview the changed image in the context of the article locally, outside of the sfdoc system.

The fix for this should find every article that references a changed image, and if it doesn't already have a draft for that bundle, then a draft should be created to preview the changed image. The article draft would be identical to the already published version. If and when the bundle is accepted/published, these article drafts could be published as normal, or instead (preferred) they would not be published so that there's not a new version with no differences. In that case the draft could be deleted or left alone.
