Handle any changes to the 2 remaining jar dependencies

Consumers of the final jar will need to know if jai_imageio-1.2-pre-dr-b04.jar or pixelmed_codec.jar are modified, since they are not directly provided by this repo.

We should detect if they are changed, and either publish them to the maven repo (my preference) or list it in the changelog and recommend that consumers upgrade their own copies.
