Auto-download a stable sbt-launch.jar if one cannot be found at initial startup. #7

If the user doesn't have SBT installed, provide an option to auto-download it.

Regarding a "static" include: I've tried including sbt-launch.jar as a runtime dependency, but I couldn't find a maven repo that hosts it. The Typesafe repo is an Ivy repo, so it can't be used.
