"What's New" dialog

When starting a new version of sasview, show a dialog highlighting what's been added/changed in the latest (major?) version. Preferably with nice pictures (basically an html viewer).

It should have a close and don't show me again option that gets reset when the (major?) version changes.

This could be a nice use of the new html viewer being introduced in PR #2576 on the editor work by @tsole0

Html viewers are part of Qt, I've used them before, like in the reports.
