[Feature]: Approve runs

Is your feature request related to a problem? Please describe.
Now if a run waits for approval, users have to go to Scalr instead of doing it from the VSCode. This forces users to switch between different tools.

Describe the solution you'd like
I'd like to have the ability to approve or discard runs right from VSCode. Upon approval, I'd like to enter a reason (which is optional).
