7zip was at the latest version:

7zip: 24.08 (latest version)
Latest versions for all apps are installed! For more information try 'scoop status'

Nevertheless, reinstalling it fixed the issue.
That is, this worked:

 scoop uninstall 7zip
 scoop install 7zip
 scoop install ghcup
