Classify prizes and judges into exclusive, partial, and general.

Exclusive prizes are only judged by their respective prizes (e.g. sponsor prizes that are judged by representatives)

Partial prizes are judged by a specific set of partial judges (e.g. representatives from an affiliate club) and all other general judges

General prizes are judged by all general judges (e.g. ScottyLabs prizes, sponsor judges without representatives)

Create logic for assigning these prizes to judges sustainably
