Description

Deprecate hardcoded tartanhacks backend sync with a more robust approach that includes:
(1) CSV upload for prizes when setting up/deploying the judging system
(2) CSV bulk project, and prize assignment upload screen for manual syncing
(3) Endpoint/screens to CRUD projects and their prize submission, which responds with a table assignment and send an email.
