Add a 'Sync Interactions' UI Action to the Interaction list as per the equivalent Parser action

#432 added the ability to handle interactivity payloads from Slack Block interactive elements.

Users who set up the app outside of SNDevs could use a solution to retrieve interaction handlers to populate their instance as currently exists for parsers.The first interactivity handler, supporting the Quiz parser, includes the frontmatter fields used by these records.

Add a Sync Interaction list UI action as per Sync Parser and document this as relevant
