The DSP on the uAMDC runs at 3.3V and thus its logic is at 3.3V. However, the USB UART subsystem is configured for 1.8V I/O voltages. This is incompatible with the DSP.

Update the U21 schematic to use 3.3V for the pull-ups per the image below.
