What happened?

I'm running into a problem where Team members are making reservations, being checked out items without listing anyone as the Custodian. When I'm attempting to check in these items I cannot because there is no Custodian. So, one of two options would be helpful: either preventing a Team member from making a reservation without listing a Custodian OR allowing the items to be checked in even though there is no Custodian (currently the only way I can end a checked-out item is to delete it; I cannot check in something without a Custodian listed).

What is the expected behaviour?

No reservation without custodian, no checkout without custodian.
