Select vs. Option List component

When should one use the Select component vs the Option List component?
The Select component generally uses the operating system's select menu. But in some cases, we see the Select component triggering an Option List component instead. See short screen capture of both in use on the admin Product page.

TL;DR
Select with the native picker:

• excellent accessibility and keyboard support
• a native-optimized experience on mobile
• opinionated positioning, sizing, and visual styling
• has validation

Select with the Option List:

• allows for multiple select
• supports searchable lists
• supports creating sections in the list
• supports custom styling
• needs improvements to be on par for accessibility/keyboard support
• not optimal for mobile
