Tip 139 needs to be changed

Description

Tip 139 states that reverse engineering machines are able to reverse engineer blood-red hardsuits. This is false, last I checked. Either the tip needs to be changed or the hardsuits should be reverse-engineerable.

Reproduction

1. Load game
2. Read tip 139
3. Try to reverse engineer bloodred hardsuit

Expected behavior

1. Load game
2. Read tip 139
3. Successfully reverse engineer blood-red hardsuit
