Flare shielding is mutually exclusive with photophobia, but photophobia isn't mutually exclusive with flare shielding #1327

Description

If you take the trait Cybereyes Flare Shielding AND THEN take photophobia, you can take both traits. This is Bad™ since, well, they both affect flash behaviour.

Reproduction

  1. Take Cybereyes Flare Shielding
  2. Take Photophobia
  3. Explode violently from creating a black hole

Expected behavior

  1. Take Cybereyes Flare Shielding
  2. NOT be able to take Photophobia

Possible fix: Give photophobia the tag that makes it mutually exclusive with flare shielding

Additional context

This bug is only in the order of flare shielding THEN photophobia, not the other way around
