Prevent ClosetSkeleton event from happening if there's not enough (10) players on the server

Why / Balance

Skeleton players can do antag activities. Antags on extended with a small amount of people ain't fun.

• tweak: Skeletons can only spawn with 10 people on the server now.

removed on Delta for a good reason, but won't close because forks should have Freedom, Liberty, Democracy

We don't really need to merge this anyway. If one of our downstreams for whatever strange reason wants the closet skeletons, they can uncomment it themselves.
