[BUG]: ICO regression, 'white line' artifacts #22

Describe the Bug

the 'white line' bug in ICO described here is present in the latest version of XBSX2. There is an automatic game fix enabled to turn on Half-Pixel Offset, but it doesn't seem to be doing what it is supposed to.

Reproduction Steps

Launch ICO (NTSC version) and skip the intro cutscenes. During gameplay, if internal resolution is set above native, you should see thin 'white line' artifacts appear as you move around.

Expected Behavior

The artifacts do not appear.

After testing I can confirm that this is a regression - the issue is not present in 2.0.2 but is present in 2.0.3.
