Allow Teachers to Create Tasks Without Students

As a teacher, I want to create a task or set of tasks without a student in the section so that I can create tasks in a section before adding students.

We discussed that the issue might be that a student could likely be allowed to be created in the form without data issues in the backend, however it is likely that the task would not show up since the data loading might be tied to the student, so the task would disappear. We can test that as a first step with this ticket.
