controller navigation buttons do not work on load rom screen

Expected behavior and actual behavior

it loads up my list of games on the SD card but the navigation buttons on the controller do not work. I cannot select the game and play it . It just sits there with "go back" highlighted. The controller and menu navigations work on every other screen.

I expected it to work?

try to load a rom
