Yes, this is possible:
You need to install:

Interception to capture the keyboard keys: https://github.com/Snoothy/UCR/wiki/Core_Interception
VIGEm to output to an emulated XBox or DS4 controller: https://github.com/Snoothy/UCR/wiki/Core_ViGEm
