We do not know to what extent ham radio is being used as a mode of communication and how much work it is taking for these messages to be relayed to someone who can help them. Software-defined radio involves a small radio receiver and a basic setup. Data from the SDR is then transmitted to the Internet where users can choose any frequency and band of their choice via something like WebSDR.

I'm not sure how useful placing an SDR somewhere in PR would be, but it could be used to find out broadcasts at any given moment by anyone.

could we identify users on the ground in PR using the different Zello app channels? does Zello ha we can go there and ask for their names, although this might be super messy since there is a lot of noise (people from the US asking for people in PR) and not much signal (people in PR relaying info) in those channels. https://zellowork.com/api.htm

Ángel Vazquez at Arecibo has been using ham radio to communicate:

Stalwart volunteers for ARRL, a national association for ham radio enthusiasts, are providing real-time dispatches from the Caribbean. A tactical team of 50 bilingual hams, recruited by the Connecticut-based ARRL, will be deploying to Puerto Rico for three weeks to assist the American Red Cross. Their primary objective will be submitting survivor information to agency's Safe and Well system, which lets people know their loved ones are safe.

One advantage of ham over Zello is the licensing requirement, which should help with noise,

Still no SDR station for Puerto Rico. We need one so that messages can be relayed easily from ham radio to the Internet.
