Category Manager Block Does Not Show Categories That Has Entity Qualifier Field and Entity Qualifier Value #6181

Description

I am trying to create a tree of Attribute Category that I will use for Content Channel Item attributes. Since using the utility UI for Attribute Categories does not allow to set Parent Category, I went to the Category Manager.

I've set the Entity to Attribute and added Qualifier Field to EntityTypeId and set the Qualifier Value to 208 (Rock.Model.ContentChannelItem). Clicked Save then the list is empty.

I went to General Settings > Attribute Categories and it is there. It got created but does not show up in the Category Manager.

In the Attribute Categories Manager, it should also have an option to set the Parent Category like so:

Actual Behavior

Expected Behavior

Category Manager should display all categories regardless of how or what it was setup since it is called Category Manager.
