CO Filter: make "stateProvince" and Adm1 interchangeable or one in the same

In the CO filter, the custom filter under the DwC column includes "stateProvince" to select (screenshot 1).
The filtered results also include "stateProvince", but because Custom Attributes panel the CO record uses "adm1" and not "stateProvince" (screenshot2), the filtered report shows "stateProvince" as blank (screenshot 3) even if the "adm1" field is filled in.

Can the "stateProvince" field be incorporated with the adm1 field so the CO filter report is not left blank?
