Could not start debugging during a certain period of time, and there is no error message displayed

My team member debug well and no error using the same sandbox, but for me I could not start debugger and nothing showed in the terminal.
But very strange is I could debug between 16:00 - 22:00 Japan time zone, this is very confused me.
I also tried my team member's account and who could debug any time, but same error is happend, I even reinstall the windos 10 and reinstall everything, I also tried to clear all extension and it is not work.

Could any one have any advice.
