This is especially important for mobile, where the menu is cut off if the page isn't already long enough to show the entire menu.

Hmmm I'm not convinced on this one. I personally like that the menu including the descriptions is accessible from all pages, and I don't want the home page to differ, as it's a global nav and should be consistent.

You could still convince me but maybe let's discuss some more reasons why it's not good

This came from user testing with my gf btw (and I agree with it).
I guess as a user I don't see the homepage version as a nav bar, which makes me confused when I realise that it's almost identical to the nav bar. Then I wonder why there's a nav bar in the middle of the home page.
