Evaluate base image

@vexingly mentioned a couple of potential sources for our images in the epic.

Dockerfile

We can go over the available Dockerfiles and determine what they satisfy in terms of our needs (do we need to requirement gather for this?)

Actual Image

We could possibly even build those images, pushing them to our ACR and pulling them on test notebooks in kubeflow-dev. This allows us to mess around in practicum.
